Before joining the Centennial Group in 2004, Khaja Moinuddin served with the
Asian Development Bank, Manila for more than 19 years. He retired from ADB in
December 2003 as Director General of South East Asia Regional Department, a
post he held for 2 years. During this period, he was responsible for Bank
operations in Indonesia and the Philippines, two of the major borrowing member
countries of ADB, as also Malaysia and Singapore. He oversaw lending and
Technical Assistance operations of the Department in diverse sectors including
Finance, Infrastructure, Agriculture ad Education. He managed a total project
portfolio of $ 8 billion. His responsibilities included presentation of complex
projects and programs for approval of the Management and the Board of
Directors, management of country risk through design and implementation of
optimal lending and portfolio management strategies and policy dialogue with
high Government officials.
Prior to holding this post, during 2001- 2002 he was Deputy Director/Director Infrastructure (East) responsible for ADB's operations in Finance, Energy and Road sectors in the countries of the eastern region of the Bank including China, Mongolia, Indonesia, the Central Asian Republics and the Philippines. He was involved in several strategic initiatives of ADB in these countries including power sector reform, financial sector liberalization and portfolio restructuring.
Earlier during 1996-1999 he was Country Manager for Indonesia, Philippines and Malaysia and was closely involved in the design and implantation of the key initiatives of ADB in East Asia to address the impact of the Economic Crisis. These included adjustment lending operations in the financial and infrastructure sectors and mitigation of adjustment costs through support for social sector projects.
In his early years at the ADB (1984-1995) he was economist/senior country economist for China, Philippines, and Mongolia and Assistant Chief of the Policy Office. His contributions in this period included several country economic reports and surveys and the preparation of the report of ADB's Task Force on Improving Project Quality.
He has represented ADB in international forums such as Consultative Group meetings and senior level meetings of FATF and APEC Finance Deputies. He has chaired and participated in several colloquia and seminars sponsored by ADB.
Prior to joining ADB, Mr. Moinuddin held several senior positions in the Indian Administrative Service including Joint Secretary(External Borrowings), Department of Economic Affairs, Ministry of Finance, Government of India, Director (EEC Programs), Department of Economic Affairs , Technical Assistant to the Union Finance Minister, and District Administrator in the State Government of Tamil Nadu. As a senior Ministry of Finance official of the Indian Government in the 1980s he was involved in the preparations then being laid for the economic liberalization of India in such areas as external market borrowings and rationalization of income tax incentives.
