Baliño is Senior Associate of the Centennial Group in Washington, D.C. Until his retirement in 2007, he was Deputy Director of the Monetary and Capital Markets Department of the International Monetary Fund (IMF). In that position, he was successively in charge of the areas dealing with monetary policy, debt management, banking supervision and crisis management, and the IMF's program on financial sector stability and development. In particular, he supervised the production of the Guidelines on Public Debt Management, and run the Financial Sector Assessment Program (FSAP), a joint IMF/World Bank program. Other major assignments included financial sector reform in Eastern Europe and the former Soviet Union, Korea's financial sector crisis in 1997, and carrying out the FSAP assessments for Ireland, Korea, Germany, France, Spain, and the observance of standards and codes by the European Central Bank.

A Before joining the IMF, in Argentina Mr. Baliño was deputy director of the Central Bank's Center for Monetary and Banking Studies and professor at the Universidad de Buenos Aires and Universidad del Sur.

Mr. Baliño has published many articles and books on issues such as banking crises, currency boards, monetary policy implementation, and financial stability. He holds a Ph.D. and M.A. (both in Economics) from the University of Chicago and a Licenciado in Political Economy from the University of Buenos Aires.
